in recent years is taking place in San Sebastian a new urban park concept is part of a city full of contrasts in which, without forgetting its monumental and historical recovery, seeks provide additions to provide citizens with peace, tranquility and a place where we recover and strengthen our sense of nature introduced in the city.

parks and suburban green areas donostiarras are an example of transition between the nature of the mountain and the area near where the vegetation, wildlife and landscape are increasingly specific weight.

Our city is taking care of their landscape values-oriented public spaces for leisure of the citizens, and in many cases the recovery of some element of existing landscape excuse to carry out an opening and release of space within urban areas or on its margins, the benefit of the community. But what was the periphery for years away from the city center has become a major walking areas of the San Sebastian seeking recreation in the serene landscapes, away from the bustling coast.

San Sebastian is immersed in one of the most important migratory corridors for birds of Western Palearctic joining the nesting areas of central and northern Europe with the wintering area south of Iberia and across the Strait. This naturally has led to an ancient custom utilization of natural resources through hunting and has resulted in the sporting activity are discussing today.

This circumstance leads to uncomfortable and unsafe situations for ordinary citizens to be shared recreational activity areas with the hunters. So in 1989 San Sebastian won the recognition of a Safety Zone limiting the exercise of hunting in the interest of safety of persons and property should be at all times an inalienable right. Right now it is a reality environmental awareness and an obligation to citizenship unquestioned maintain parks, gardens and other public spaces under optimal conditions, we should take a step back looking at hunting in a municipality in expanding and growing needs regarding environmental awareness is becoming more demanding.

Hunting has evolved from a way to get the support or support to the daily diet, a leisure activity in which animals are killed and it is therefore understandable that increasingly has less support social. The number of participants and the effectiveness of modern methods available to kill wildlife must enable their cooperation in environmental conservation and only when society perceives that hunters contribute more than they receive, will change this negative perception.

conservation in hunter could provide essential support and their federations and associations should lead a much more active in conservation for the reactive against the limitations imposed on them.

The Government of San Sebastián, in the context of the Revitalization Plan Monte Ulia, commissioned by the Department of Environment, a study by the English Ornithological Society ( SEO / BirdLife ) of San Sebastián, a study detail on hunting in the Monte Ulia, from face to balance the effectiveness has been the adoption by the Provincial Council of Gipuzkoa, the decree of September 18, 1989 on Security Zone for the exercise of hunting in the Monte Ulia.

That report analyzed the current criteria hunting in the Monte Ulia, peri-urban green area in which the Government of San Sebastian is determined to revitalize the historic park investments (new shelter, restoration of Basollua .. ) and allowed during the first half of last century a recreational activity that need to recover. The empowerment of hiking and the recent momentum seen in the use of the Camino de Santiago along the coastal Mount Ulia, as well as growing interest in this area by citizens across the muga, forcing the Environment Councillor subscribes to a review to submit these considerations.

Among the specific conditions stated in the Agreement Establishing our safety zone in the town of San Sebastian by the said Decree Council of September 1989 are the following:

- The prohibits hunting in all its forms in a strip of land 50 meters wide that flank its entire perimeter.

- Is authorized to exercise exceptional hunting from permanent positions at the time of passing of migratory species, within the Zone, subject to adequate and consistent with the objectives that motivated the creation of the secure area, ie it must ensure personal safety, avoid inconvenience to walkers and facilitate the operation of surveillance and control.

- The legislation requires providing the territory of signals as profuse as necessary, defining the Safety Zone. Signaling and its conservation are borne by the Service and Conservation. Labeled and numbered on the ground allowed the fixed as signage and will be organized by the Federation Guipuzcoana game and, by delegation, the hunting partner companies.

- hunting is permitted only in the form described in coastal areas and Igeldo Ulía from the fourth Sunday of September to the fourth Sunday of November. Therefore prohibited the midseason and wild.

- Saturdays, Sundays and public holidays only hunt until ten o'clock must hunters leave the posts from that time.

- During the working periods should be established shotguns encased and unloaded when access to traditional crossing points and outside the permitted hours.

- The posts will have a minimum separation of 50 meters. Front-line posts will not be hunting, guns should not be flying at 500 meters and the same at 120 meters behind.

- For the exercise of hunting and the organization of the lines or posts included in the registry, Guipuzcoana Hunting Federation, must obtain the permission of the landowners for the installation of the seats. If the owner expressly stated its refusal to grant authorization referred to in the preceding paragraph, the positions at issue were deemed unfit for the practice of hunting.

- The Department of Rural Development will ensure compliance with the provisions of the regulations, checking each time hunting in areas of traditional step is made only from the duly authorized positions and included in the Register.

According to the report commissioned by the Department, of the more than 4000 positions are the Historical Territory of Gipuzkoa, 243 are located in the municipality of San Sebastian. Of these, 86 positions are located on the lines and Ulia-Mendiola Mendiola-Faro de la Plata (although 7 of these are located in the town of Pasajes). More specifically, the line-Mendiola Ulía located 60 posts of which the numbers: 1,2,4,5,6,7,10,11,12,20,21,27,31,32,37,52 , 53.54 and 59 (ie a total of 19 posts) are municipal plots, placing the remaining positions within the plots are privately owned.
Within the security zone the statute only allows hunting from permanent position although in some cases inexplicably seems to be half-authorized hunting ban. Of total positions (86) displayed in the listings Register of the Provincial Council of Gipuzkoa:

- A 39.5% do not meet the standard separation distance traveled roads. Some are even right on the path.

- 26% do not have any parapet or industry that delimit, as a shelter, to practice hunting. This means that the hunter can not be in a fixed point as the norm, but around the place. Some of these posts have no signs of activity but can be used throughout the hunting season.

- 12% of the seats not only shows no shelter structure but even lie in forest area, thickly covered with little visibility, which may mean that the beneficiary in the draw, hunting out the coordinates that mark the position.

Another alarming aspect of the study casts SEO / BirdLife is referred to the types of hunting as practiced in Mount Ulia, despite being explicitly prohibited some of them. This is the case of the midseason and wildlife (species live capture finches, Serin, Greenfinch, Goldfinch and Linnet, for breeding in captivity).
Within the agreed safety zone for hunting in the municipality of San Sebastian is only allowed (Exceptionally) the activity from fixed positions authorized and dates displayed on the layout of September 1989 (the fourth Sunday of September to the fourth Sunday in November).
All other forms of hunting should be illegal or do not comply with regulatory standards. Hunting should not be allowed outside the designated period.

The visits by ornithologists for the preparation of this report have been detected on several occasions hunters walking paths with the shotgun armed and shoulder, within the Security Zone. Has also been detected in all respects when abandonment of post, 10:00 pm, on holidays and weekends.

San Sebastian in the municipality can be found throughout the year more than 120 species of birds nesting, summer and winter, migratory, wandering etc. Ulia being one of the best places for observation. Of all recorded species, only a half dozen are hunting (doves and thrushes). Some more may be subject to hunting (a score) but only in the common territories, not in our safety zone.

Failure of Law and poaching, in conclusion, are alarmingly conspicuous.

For all the foregoing, and in view of the flagrant breaches of the conditions which adopted the so-called security zone in the municipality of San Sebastián, and since that agreement provided for permission to hunt in those conditions as "exceptional" and therefore as was compatible with the objectives of this decree, the Plenary Council agrees to approve the following:

INSTITUTIONAL STATEMENT

Sue the Gipuzkoa Provincial Council to adopt the agreements necessary to enact prohibition of hunting in the entire Mount Ulia, on the understanding that the decades since the exceptional authorization of hunting for that space have demonstrated the constant breach of the conditions in which it was granted, and taking into account that the recreational use and enjoyment of citizens is important enough to declare manifestly incompatible.

Communiqué to support the abolition of hunting in the Monte Ulia
SEO / BirdLife, Eguzki, Basque Camping Club and the Association of Friends of the Camino de Santiago in Gipuzkoa, support the decision to request Donostia the abolition of hunting in the Mount Ulia.

donostiarras Conservation groups are asking the City Council for years a review of the declaration of safety zone created in 1989 by which restricted the exercise of hunting in the interest of safety of persons and property.

Ulia is a mountain that in practice, though not legally yet, is a public park, both in design, and above all the use they make of citizens, so the hunting is incompatible and dangerous to that enjoyment.

not forget that the spirit in which it was agreed Donostia Security Area focused mainly on concerns about minimizing the risks of persons and property and to ensure better control of hunting. Currently none of these premises are true and the uniqueness with which set up the regulated area must be revised. We strongly

the request that the council will do to the Provincial Council of Gipuzkoa to whole mountain is declared Ulia Security Zone and therefore prohibited any form of hunting in it. This would include both the town of Donostia and the Pasajes, so we also appeal to express the latter town.

confident that the Provincial Council of Gipuzkoa meets the requirement of our City Council backed by environmental groups and conservationists undersigned, ruling before the next hunting season total ban on the activity. We encourage the City Council

San Sebastian to continue in this line and continue to improve el monte Ulia, y le invitamos a trabajar para eliminar definitivamente la caza de todo el municipio.

SEO/BirdLife, EGUZKI, Club Vasco de Camping, eta Gipuzkoako Santiago-Bide Lagunen Elkartea, Donostiako Udalak Ulian ehiza ezabatzeko egin duen eskaeraren alde

Azken urteotan, Donostiako talde naturzaleek behin baino gehiagotan eskatu diogu Udalari Segurtasun Eremua berraztertzeko. Eremua 1989an eratu zen. Horren bidez, ehiza mugatu egin zen, pertsonen eta beren ondasunen segurtasuna helburu.

Ulia, legez oraindik ez, baina, praktikan, parke publikoa da. Bere ezaugarriak direla-eta, parke publikoa da, baina parke publikoa da batez ere herritarrek parke publiko bezala erabiltzen dutelako. Ehiza ezin da erabilpen horrekin bateratu eta, gainera, arriskutsua da.

Ez dugu ahaztu behar zein izan zen Segurtasun Eremua eratzeko helburua: pertsonentzako zein beren ondasunentzako arriskuak gutxitzea eta, aldi berean, ehiza hobeto kontrolatzea. Gaur egun, helburu hori ez da betetzen ari. Beraz, Segurtasun Eremuaren oinarriak aldatu egin behar dira.

Ulia osoa Segurtasun Eremu izendatzeko Udalak Foru Aldundiari egin behar dion eskaera geure egiten dugu. Horrek esan nahi du Ulian edozein ehiza mota debekatzearen alde gaudela, bai Donostiako udalerrian, bai Pasaiakoan. Hortaz, Pasaiako Udalari ere debekuarekin bat egitea espresuki eskatzen diogu.

Geure egiten dugun Donostiako Udalaren eskaera hori Foru Aldundiak onartuko duela espero dugu. Hau da, denboraldi berria hasi baino lehen Ulian ehiza erabat debekatuko duela espero dugu.

Donostiako Udalari bide beretik jarraitzeko deia egiten diogu; Ulia hobetzen jarraitzeko eta ehiza udalerri osoan behin betiko desager dadin lanean jarraitzeko deia egiten diogu.
